1) Neither of us are familiar with Detective Conan, is Conan still mentally 17 despite having the body of a small child?

2) Personalities should be mostly, if not entirely, intact. If someone can demonstrate that a lack of certain memories would affect how their character acts (we were thinking of Light from Death Note specifically, who does go through a period of memory loss in canon and acts differently because of it), we will give them some leeway. But even with minor changes because of a lack of memories, characters should still act like they do in canon, for the most part.

3) In the case you specifically mentioned, Conan would have to either stumble across mystery novels in the library or regain a memory related to mysteries to specifically search out mysteries. As for specific actions, he could find himself doing those same actions without realizing it, if it is a habit he has in canon.

4) We discussed this, and we decided that natural abilities would be split into two groups. If it is a natural ability but still falls into what an average human could possibly do (IE if someone likes to cook a lot, but is just an average or above-average chef), then they would keep those skills from the start. But, if the talent is something that they are exceptionally good at (Think 'best in the world' or 'in the top ten' level of talented), then they would need to regain a memory to have that level of talent in that skill.

5) Characters who normally wear glasses would not come into the game with their glasses. They would need to find a pair of glasses at the second-hand shop to wear.
